That's not what it says, but anyway: It means that SCS will not give you technical support for a game that has mods applied to it.

However, it does not mean you can't come here and ask questions about mods in the appropriate forums, because you can. In addition to what Unco said, you shouldn't expect SCS to handle support for all the mods in the world, because that is the job of the creators of the mods. SCS makes the game, mods should be supported by the people who make them. (If they require support...)
