Animating a Speedometer with Two Scales

So, as a test bed to teach myself animating, I have a Ford Taurus SHO model that i'm going to get to work in game, though, I noticed a problem where the speedometer has two scales, and I don't know how to go about animating it without it being too far off. The speedo lists in 10MPH increments up to 100MPH, then 20MPH increments up to 140MPH. I did some math, and the 100MPH mark would fall at about 71% of the full animation, but I don't know how that would be translated in zmodeler, blender, or in-game to move the needle slower. Any input would be appreciated.
