Can't see license plates at distance.

Hi,
I have a problem whereby I cannot see license plates on my truck or ai vehicles unless really close.
While driving,all ai vehicle license plates appear as just black rectangles. If I pause game and go into photo mode when zooming into a license plate it will gradually appear as I am getting closer until fully displayed when a couple of feet away. I realise this is a graphic error but am at a loss as to what to do to cure it. I have heard of road signs not appearing and being corrected by altering r_uset texture quality from 0 to-1. I did try that but no joy. I am using nvidia inspector for antialiasing with in game mlaa off. My graphics card is a gtx780. Hope someone can point me in the right direction.

You mean the option is uset r_texture_detail? I have set to "2"
