My assumption is that they had the research team working on NM along side the rescale, with maybe a couple of the asset guys and map makers.
The rescale was a complete rework of the road system for all three states, only the cities remained the same. But that doesn't mean they had to put NM on hold, so long as they know where the roads connect they can easily work on rescale and NM at the same time.
Even if it ended up being one state a year people won't get bored. The time scale is the same as ETS2 and that has as many loyal fans as it always did. All games suffer from the part timers who jump on it then lose interest, it's normal behaviour. But the loyal ones stick around.
Star Trek: Birth of the Federation is one of those game that has a loyal fan base, it was released in 1997/8 it's very basic, but the community is still very large with modders still working on it and pushing out patches to keep the game running on win10. ATS won't die just because of the speed maps get released, while it has a large mod community it will keep going, as would ETS2.

One state a year not acceptable to most users they gotta find ways of building maps more efficiently hate to say it.

For example If SCS make one map each year it will takes 48 years to complete the USA

Some states are really small, and can be packed in one dlc, so maybe not 48 years, maybe 35 or so

Here's a novel idea, we could all learn how to make maps, make states to SCS spec and then offer them to SCS for free do to with as they wish!

I like the desert at the moment too. Mostly because of the awesome speed limits.
Though I would like a state with some green stuff in it now. Green and fast, does that exist on the West Coast?
