Last i checked, SCS intended to release a pretty substantial part of the US for free as part of the "Get the game early" arrangement they had back when.
Basically, SCS had the game ready for release short of that much map content and wanted to let us (the community) get access to the game WHILE they were working on the intended parts of the map which would be released as free DLC. Such as Arizona already has been.
Of course, the map scale became an issue. So we are actually quite lucky in the fact we got the game with so little of the map already released. This allowed customers to voice their concerns and SCS did listen and are now re-scaling the map.
So i can't really tell you how much of the US will be free but so far i do believe they will release at least one but possibly a few other states as a free DLC before they start charging for map expansions.
As for prices, they will probably follow the same business model that they are using in ETS 2. That is, the amount of content you got in Going East for $20 - $25 and the amount of content you got in Going North for $25 - $30.
We'll see what they price the France expansion at and how much content is in it.

And that doesn't consider sales on Steam, which are always a possibility. When I bought ETS2 and the Going East DLC, I paid the full retail price of $39.90 ($26.95 and $12.95, respectively) because I don't want Steam. But at the time Steam had a sale going on where the base game was $12.95 and the the Going East DLC was $3.95. So considering that you can't get ATS without Steam, watch for those sales... You might get those DLC's for a lot less than retail.

And even then, there are other sites out there that sell games or DLC for less than both Retail and Steam at most times. If one feels brave enough, one could look there.
Some of them sell Steam keys. And some sell retail keys. Make sure you check what it is you are getting.
But i feel SCS deserves every bit of cash they get. If you really wanna support SCS then buy from their authorized retailers or Steam.

Cadde, yeah i can imagine, BUT i wander how well they will work when the game goes from patch x.xx to x.xy ?

Couldn't have said it better myself. I am very eager for new state DLC's, more just because I want to throw SCS some more money. I almost feel guilty having the fabulous rescale for free!
