The speed limiter in the options is almost certainly the same as in ETS2. I've not tried it in ATS, but the ETS2 implementation does what is required by EU law, it limits the max speed to 90 km/h (approx. 55 mph). What it does not do, is prevent you speeding in places with lower limits, such as city streets.
I don't know what the limiter will be set to in ATS, but 55 mph is a likely possibility. Another possibility is that it may vary by state, e.g. 55 mph in CA, 80 mph in NV. Have you tried exceeding 55 with it enabled (might not be easy to do that when pulling a medium to heavy load, particularly if you are driving a truck with the very underpowered 370hp ISX12)?

speed limiter in ATS is 65mph (109km/hr) which is a bit on the high side for a oversize trucker. Don't mind me coming with over a 100km/hr loaded with 77tons through las vegas.

Like they said. The max for trucks in EU is 90km/h so that's what the speed limiter is set to. In many places the actual speed limit is under 90 for trucks though. I believe we still have a derogation that allows UK use only trucks to be limited to 60 mph (which is the max limit in UK).
The ATS limit is set at 65 mph, but I've noticed that once you get out of CA you find limits up to 80 over the line in Nevada so I turned it off
for sticking to the 55 limit in CA, use the cruise control, buy a transmission with a retarder and set the right options it'll work on the downgrades as well.

65mph was chosen because its average speed limit that trucking companies have set on their trucks.
also, there are some planes for federal limit and values in mind are around 65mph again.
but as there in no law yet (unlike europe) there is no limit by default.

In Colorado make that average speed 80. Most people consider it normal to see traffic navigating around a truck, but here ... the trucks flow smoothly with traffic, and it is awesome.
BUT ... companies like Swift (who are ANYTHING but Swift ... oxymoron anyone?) have ALL of their company trucks regulated to 65MPH. If you have your own equipment, you might be able to go faster, but if you drive a Swift-owned truck you will NEVER get above 65 unless you are driving off a VERY tall cliff ... and even that is iffy.
Most other companies that regulate their company trucks are the same - regulated to 65. And that is as low as you DARE to regulate a truck. The reason being is, even for trucks where I live, it is illegal to drive more than 15 MPH below the speed limit (the ONLY two exceptions: during a blizzard or during an escorted oversize load with proper warnings, beacons, etc.) The speed limit here is 80 MPH on all freeways outside of city limits. I-25 and I-70 stay 80 on all areas outside the city, and 65 is the lowest I have seen in the city. However I-70 DOES drop to lower limits as it negotiates the mountain pass (I forget the name of the pass), I think it drops to 55 for a bit there around a hairy turn.
The in-game limiter being 65, then, is perfect as it does match what some companies do in real life here. Don't forget to sport your Swift skin if you have it activated

There's worse... Last I heard Schneider was raising their limiter speed to 63MPH, up from 60.
The recommendations going through the US lawmaking process were 60, 65 and 68MPH, with allowance for fleet operators to choose one of the approved limiter speeds. So 65 is a good average. 68 makes sense for western US operations where there are higher car speed limits; 60 will probably be popular with East Coast fleet operators where traffic is frequently denser and speed limits are usually lower overall. (But drivers running through the northern New England -- Vermont, New Hampshire and Maine -- will grumble because the Interstate highway speed limit has been raised to 70 for most of the rural areas.)

If you see trucks, that going over speed limit, check your traffic_data.sii file for speed_lane_coef_gap parameter, if it is does not set, please set
speed_lane_coef_gap: 0
in your traffic_data.sii file.
