what is the time scale in the game. what does 1hr of game time equal to real time

On the game we have 2 time speeds:
1/3 ratio that takes 20 seconds RL for each minute on game
1/20 ratio that makes 3 seconds RL for each minute on game
Basically we get faster time ticking outside city limits and slow one inside cities and companys outside city limits.

let me try again in a more clear way:
Outside Cities will be 3 seconds RL for each game minute
Inside cities and companies it's 20 seconds RL for each game minute

ok so i did some math correct me if im wrong 1hr game time will equal 3 mins real time? it just doesn't seem right for some reason and the" formula" is "gametime min×3 realtime sec÷60=realtime sec/hr

1 minute in city is 3 game minutes
1 minute out of city is 20 game minutes (so yes, 1 game hour takes 3 real minutes)
