Out of speed problem

When i played the game in Windows 8.1 with Geforce 8800GTS videocard in it, the truck stops after a few seconds ,when i push on Arrow Up then he will drive again,and a few seconds later he stops again,and so on,and so on.
Whats wrong with it ,and where can i go fix this?
