SCS Software

I bought this game through Steam, and when I launch it, I can hear some music briefly, and then the game immediately crashes with just a "This program has stopped working" dialog box from Windows.

Did you send an email to SCS and ask them about it? There's no specific support address for that game that I am aware of, but you could try this one:

Hi, I just got mine to work in win 10 (64bit prof):

but still it did not start, my mistake was:
I created a config.cfg (in documents 28WoS Extreme Trucker 2) but what I actually did was create a config.cfg.txt !
In win explorer click on top on "Details" and check on top right "File name extensions" (to show the filename extensions together with the filename ) then create or rename config.cfg and paste in the suggested content.
Also I created early on a shortcut to desktop to the exe file but that still did crash, so after all the changes I created a new shortcut to extremetrucker.exe and that is working now.

It still crashes on start for me. And SCS said they can't help me because they don't have the right to.

the game probably crashes before it manages to create .cfg file. Also, run the game as an administrator, maybe in compatibility mode
