Sound functionality missing in some movers

I was wanting to add some horse trot sounds to the mover model for a horse trotting along for my mod, however the sound doesn't play when I assign a sound to it.

It seems like a majority of the sounds in def/world/mover.characters.sii are missing sound functionality which is why I can't add any sounds to go with them, but the sounds defined in def/world/mover.sii all seem to work fine when I assign sounds to them.

Both the sounds used in def/world/mover.sii and def/world/mover.characters.sii use the class "mover_model" so shouldn't they both have the sound functionality anyway?
I would assume this is object oriented programming so in theory the sound should technically be playable, unless the character movers intentionally don't inherit the sound functionality?

The sound functionality attributes I'm referring to are:
sound_path[],
sound_min_dist,
sound_max_dist,
