No traffic present in the Photo Mode

When the user is accessing the Photo Mode from the Main menu of the game, it can be noticed that no traffic is present while the Photo Mode is used.After the user exit the Photo Mode, the traffic starts to spawn normally on the road.

Please note that the issue occured on a profile that had mods in the 1.26 version of the game, but the mods were deleted in the 1.27 version.

Also note that the issue is occuring on a fresh profile too.

The issue occured on the Beta version of the game 1.27 on 64 bit ( Directx 64bit )

Steps to reproduce:
1. Start the application and head into drive mode
2. After the traffic spawn on the road head to Main menu and select Photo Mode
3. Notice that the traffic is no longer present in the Photo Mode
