First of all, there's very little chance of that getting looked at without coordinates (see the bug reporting sticky, in the bugs sub-forum). If you really can't do coordinates, a detailed description of the location might be ok, but generally coordinates are easy to get and should always be provided for problems which have a map location involved in the problem. Ideally, give both coordinates and a detailed description of the location.

Second, it may well not be a bug. If it's in a country where the max speed limit for trucks is 80 kph, it will be correct and expected behaviour. The road signs are the max speed limit for cars only when they are above the national max speed limit for trucks (but for both cars and trucks when lower than the national truck limit). Truck drivers are expected to just know the national max limits.

Some examples. Germany has a 80 kph limit (somewhat bizarre given the size of the country and unlimited car speed (recommended 130 kph, informally 250 kph limiter by major car manufacturers)). France is 90 kph, and the UK is 60 mph (97 kph), but no current truck sold in the UK can legally go above 90 kph. Just 3 examples. Many others are 80 kph, but I forget exactly which are 80 and which are 90.
