Because of fuel efficiency. A powerful engine uses more fuel when you accelerate.
If you use a powerful engine for light/normal cargo, you are using too much fuel to haul something that takes little time to get up to the speed limit. This adds up because every time you need to accelerate, you are losing a lot of fuel and there's not much chances to recover an economic average fuel consumption.
On the opposite side, a lower horsepower engine will do better for lighter loads because it uses less fuel when accelerating. However it won't do good for heavy loads because you have to accelerate a lot to get to speed, therefore adding up to cause a wasteful average fuel consumption.

But powerful engines can accelerate faster to speed,if you are at speed you don't accelerate that much and you will save fuel like that

The fuel you “save” by getting upto speed quicker with a more powerful engine, is actually negated by the extra fuel used BY that more powerful engine while accelerating.

but bigger engines is in the longterm more efficent, because it battles hills more easily and keep the speed more easy than a smaller engine, plus the strain on the big engine is smaller and therefore hold up better (IRL that is)

In the truck configuration page, what's the definition of normal cargo and heavy cargo (like in how many tonnes)?

I can't remember the exact weight, but any load that has the weight icon in the market is considered a "heavy load" for game purposes. You can figure out the approximate minimum value by checking those jobs and looking at the cargo weight.

And powerful engines "hurt" normal cargo because the excess of HP and the extra weight of bigger engines doesn't compensate the fuel economy when hauling mid to lower weight cargoes (in general terms, those bars are approximations and generalizations, not exact nuber for every possible combination of cargo and trip)

some newbie driver is right. the bars are simplification made to be understandable for most of players.
they are not false, but cant be exact without some other info. by few tries you can guess the formulas themselves and know what affects the value most and how.
the game simulation itself is more precise and every bit of terrain, truck, trailer, or driver behavior aspect affects the final result during actual job.
