@Obe - he's not the only one with problems using those settings via the console. I spent several days playing around with them with very inconsistent results. Sometimes I'd have no increase in scaling until I leave and return to the game. Other times it would change the aspect ratio so that I had ridiculous distortion. Very frustrating. In fact, it was more rare for it to work than not.

@BK: I actually remember having something similar in the past to what you describe, but that was for one patch. I had no issues with r_scale and hq_3d_scale for over a year.
