Yep no need for this, the conclusion is that locale.scs can be extracted (although with great difficulty) but it can not be repacked, so it's still useless :)

I found this old thread when looking for information on precisely this. Is it possible to view the content of locale.scs?

I think the only way to do it is join translators team on getloc. I have wrote a guide how to do it.

The folder LOCALE, does not allow to add as mod, someone knows how to encrypt the file locale.scs. I made a new translation "LUNFARDO" of the desktop game and I want to incorporate it
