Low framerate

Its been about a month or so since I last played ETS2 and the last time I played, the game ran perfectly. It now runs terribly regardless of how low graphics settings and resolution are set or the graphics library (dx9/openGL). The problem is particularly prevalent in towns where the framerate drops as low as 8fps in lowest settings. I have tried using the old graphics driver I had back when this game ran properly but with no improvement. If anyone has any help or suggestions, they would be greatly appreciated.
