My pc is a big piece of * so I downloaded a custom cfg to improve performance, but the game lights both indoor and outdoor, lampposts, road signs, everything, although they seem to be on, they do not provide light, How do I solve this? Sorry for bad English.

How do you solve this? Undo what you did. Get rid of the custom config file that is quite possibly only useful if you have the exact same hardware as whoever made that file. If you don't have the same hardware as they did, you have problems. At least this seems logical to me.

could you post game log?

one of the tweaks for weaker computers is to disable deferred rendering - "r_deferred 0". absence of lights and shadows is one of typical features. do you have set rendering this way?
