You have a licensed game? Why not upgrade to version 1.27?

Does this dialog box look familiar?

(Note: It will show the name of your controller where it says "Logitech Dual Action USB".)

If you chose "Use as mouse" when you installed the game, and you have a steering wheel or other similar controller, that is why your mouse won't move. Reinstall the game and make sure you click on "Ignore" on this screen when it pops up, and see if it helps fix the problem. Normally I wouldn't recommend doing anything that drastic, but what have you got to lose if the game isn't working anyway? At the very least, you'll end up right back where you are now. But it might just fix the problem...

If this doesn't fix it, do as Mikey suggested and read the Bug Reporting Process for ETS2 and make a proper Bug Report. The things listed there are all helpful in solving game problems.
