It's simply the maximum amount of weight a single axle is designed to carry. Typically 10-12 tonnes each.

The game is letting me haul 23+ ton trailers, i dont understand why the game lets me do this. What would happen irl if you tried this, would the axle collapse or buckle, would the tyres pop.

Depends on trailer you haul also such as weight distribution and number of axles on trailer. Many things in game different from real life.

usually, the front axle can load 7.5-9 ton. In special case like Sisu axle, it can be up to 14 ton
For rear axle, it should be around 9-13 ton in single axle, >22 ton for tandem axle, in both hypoid/single reduction and planetary reduction axle

It would be nice if game would require some axis arrangement for heavy loads, since we have already heavy loads DLC. Also it could force to lower liftable axis on truck or trailer when this would be required. This would put more sense to axis arrangement than just visual aspect.
