each engine has set preferred rpm range, there you can change it.

EU trucks that are using mostly exhaust brake downshift immediately as the brake works best around 2000 rpm (see range in my earlier post).
US trucks with jake brake do not need that high rpm (its stronger but louder) so transmission is more lazy to downshift.
