One thing i noticed is that MAN is giving licenses to games that only have MAN as manufacter inside.
I can list: Construction Simulator, Fernbus and now On the Road, maybe it's a temporary exclusivity contract in favor of MAN but also could be the reason MAN is not giving SCS the license, in the end it's only expeculation.

Seeing as MAN was the first official licence that SCS used (UKTS/GTS) it is rather surprising they are the only single truck represented in ETS2, perhaps they resent the fact that SCS has such an obvious hard-on for Scania? (or should that be Swift?)

would you decline if a Manufacturer comes to you and said "hey we want our Truck in your game and will even help and give you 2 Trucks to scan and dismantle" ?
why is SCS at fault that Scania has a more "favoritism" then other trucks if they throw the license in there direction without SCS even moving a finger to get it ?

In my personal vision of this license thing, manufacturers should run to game companies and offer their licenses because it's almost free marketing for them compared to what games represent in today's world.

The problem isn't always the Manufacturers it's the lawyers who work on their behalf.
It's not the employees who play the game, or the Customer Service rep you need to convince. It's the overpaid suit who works for the top brass and has probably never played a video game in their life that you have to convince.
They have to take into account a lot of things, some companies lost sales because of how their products were portrayed in movies. Things as simple as "Oh the bad guy used that brand" can cost money. So giving licenses can be a bad thing for them. So when a small-ish company comes a knocking, particularly if the lawyer type thinks they are unproven, they can be turned away time and time again.
To us on the inside, it might feel weird to think a license might not want to be granted, but look at it as a point of view of the lawyer who has never heard of the game before and has to take into account brand image, and the safety of the brand.
Using MAN as an example; MAN seem to give their license for the old MAN to anyone and everyone. But so far I haven't seen anything of the new MAN anywhere. For all we know someone who used the license did something that MAN lawyers didn't like and they thought "never again".

Marketing and com are supposed to boost sales.
It's hard to measure how a sim game can impact trucks sales.
Maybe that's the point : no return on investment (those lawers' time and they're damn expensive )

I'm not even sure it is license side about MAN, SCS might just going for their schedule and it was not time for new TGX or lower priority...

Maybe they are thinking Scania R/Streamline here? Rather than waste time making a whole new model.
Make accessory options for the grill areas and just use variants to switch out the old and new MAN?
