I doubt anything could be done to enhance the lights in the night time w/o HDR. You might want to turn HDR on & reduce bloom to 0 (g_bloom) to get rid of the blurry feeling.

In the time-specific video, I have bloom @ 0.25

@yiannis , have a look at his graphical settings, you'll see he has set the game up to 4k resolution (1080p + 400% scaling) at 144 Hz. Maybe if the OP lowers it to 60 Hz, the gameplay "might" be smoother.
