Motorway signs (IZ1 and IZ2) are already included. Overhead destination signs don't have given size, they are custom made for the exact situation (IRL). This means they won't be included in the near future as the project is on hold with active development.

Nothing to do with Blender, the texture has to be edited on its own. I don't work with Paint.net so I can't tell you if it supports layer masks. As far as the shader goes either dif.spec.a or dif.spec.a.decal (might not be correct for your current usecase).

Your texture is the culprit, you need to mask out the transparent pixels with the color of the pentagram. Create a new layer under, fill it with the correct color(s) and then add a layer mask with color R/G/B 1/1/1.

The PCIe slot on the motherboard is capable of 75W, that's why some GPUs don't need a power cable. Cables for additional power are in either 6pin or 8pin config (or 12pin on the Nvidia's 3000 series).
