Yes, what means it doesn't solve high gpu usage bug completely.

Btw, so called 'workaround' with Nvidia drivers fps lock for background apps doesn't solve issue 100%. In my case i still have around 13% of gpu load according to task manager.

Question here is why SCS or Nvidia/AMD don't fix this bug. Why SCS and/or driver devs don't cooperate together to eliminate it.
