There is no VTC feature in the current ETS2 game. It does not exist.

It has nothing to do with where you bought your DLC. 1.27 adds new functionality to WoT where the game registers your DLC map extensions with WoT. You should have got a popup when you first started 1.27 and opened your profile, asking you to register your DLC with WoT. Did it register ok? Please sup...

Are you running version 1.27?
Did you successfully register your DLC map extensions with WoT? (It should have prompted you when you first connected after the new version.)
If the answer to both is yes, you'll probably need to supply a full game log.

I doubt that the changes to the model format are any form of reliable indication for DX11 progress. They are just another miscellaneous enhancement to the rendering process.
