The one job I took to Junction City apparently was sufficient to give me the yellow text and the achievement popup, so this might also work for it beyond driving through in my case. I was wondering why the city name wouldn't turn yellow despite me driving through it.
Oh my goodness, I was looking for this issue in bugs, thinking that if it wasn't there, it was probably just some sort of special event thing that was happening (but of course the company name can be seen in the jobs). Because this graphical glitch looks *exactly* like a redaction marking.

Sorry for the inconvenience and thank you all for your inputs, it was fun to read all the theories :) The actual cause has now finally been found. Basically the issue was that the ACC detected the player's trailer as if it was in front of the truck and as such ACC properly reacted to it by braking....
