I've not been able to find anything relevant in the .sii files so this is most likely hard-coded in the .exe and thus your only hope is to conduct some experiments and see if you can figure it out. Let us know what you find

To the best of my knowledge there are no hidden parameters involved in the calculation of cargo mass, the information is all there in the cargo and trailer definition files. At a guess, you are treating a signed 32 bit value as unsigned and that is actually -1 to indicate that there is no deadline in game time.

The Service Boat is available on the Portland to Newport route in Oregon and the Truckee to Oakland route in California. It will be quite rare even on those routes as it is one of seven in Portland and one of six in Truckee.
