There are options to configure traffic lights in this manner in Excalibur's Traffic Manager. Does Excalibur Games have any sort of connection with SCS? I seem to see a lot of SCS's stuff on Excalibur's website.

I don't think anyone has yet mentioned the relevant manual on the topic. This would be the National Cooperative Highway Research Program (NCHRP) Report 812: Signal Timing Manual - Second Edition, which can be perused in PDF at http://www.trb.org/OperationsTrafficMan ... 73121.aspx.
