There are options to configure traffic lights in this manner in Excalibur's Traffic Manager. Does Excalibur Games have any sort of connection with SCS? I seem to see a lot of SCS's stuff on Excalibur's website.

I believe that I saw some portion of in-game road that was supposed to be a two-lane two-way road, but it had white markings down the middle as if it were a one-way road.
