That's a clear violation of the MUTCD standards, so those stop signs should be reported to their respective jurisdictions to be reevaluated. It's the same here too. You cannot have a road that doesn't have a specific place for water to drain to. You either need drains that flow into pipes or a drainage ditch along the side of the road.
