With 3-4 map expansions in place I don't think we would receive more than three updates this year. 1.50, 51, and 52 can respectively bring, NE, AR and MO. i also played for years on promods (on ATS i still do). The problem is Promods has so many interference with the standard, they barely manage to bring out their product before the next SCS update. For example still the promods is not working with rhe SCS Balkan DLC, it simply uses its own area there...

I'm not aware how torecognize if assets are SCS-Standard or Promods, sorry.
But i looked at the map Winsen is standard-SCS and Uelzen seems to be a Promods-Town, so probably i would handle them in seperate mods, one for standard towns and one for Promods towns.

Just a little hint, after a version upgrade usually it takes ages for promods to provide a compatible upgrade. I would strongly recommend not to be dependent on promods, so using standard assets or using own assets, you cannot rely on that assets will be the same in future versions.

If you are talking about small dips in FPS, in my opinion it is due to the autosave which cannot be disabled and the fact we have still a mainly singethreaded application (i don't know how many parts are allready unloaded from the thread.
