There's actually a key-binding in the game options to go back a step with the wiper settings.
I have the + key on the keyboard set to turn them on/move forward a step and the - key to go back a step/turn them off.

That's one of those weird prefabs where left turns are disabled for traffic coming off the side road.
It's a case of a wrong prefab was used at this location.

If you want the AI to stop at your tollstation, you need to check the box "Use Semaphores" in the settings for your prefab in the map editor.
The navigation node that has the traffic rule "cross_end" should be past the tollgate semaphore so they will speed up after they pass the gate.

SCS has been changing file names to a more consistent naming convention lately in both ATS and ETS2. I suspect this is another victim of their naming changes.
