The correct format is unit names that are no more than 12 characters separated by a period.

To change that, you would have to drag the model into Blender, edit the UV mappings for the paint job, and then export it and pack it into a mod.

From what I remember from opening up the definition files for the dynamic road works after they were introduced with the Texas DLC, the work site is available for 1 week and gone for 3 weeks of ingame time.
So, if you are trying to pass time to get them to reappear, you may be in for a long wait.

You can play your previous save that is complaining about the missing mods in most cases. You just need to tell it to continue when the prompt about the missing mods comes up. If they are appearing on the scenery roads that do not connect to any roads that the player can drive on, it may be that these scenery roads have no country assigned to them, which is allowing the doubles to show up.
