To the best of my knowledge, you cannot use that road name as a condition for spawning.
These overlay items only have one purpose, and that is to put the icons onto the map.
They are not actually associated to any road items and vice versa.

SCS will most likely release a new version of Blender Tools after version 1.50 is out to the public.
Right now, it's the experimental beta, so things are really unstable and aren't complete yet.
Once things have solidified properly, then they will update the tools.

If your mod was simply replacing the DDS images before, you'll need to include both the DDS images and the TOBJ files for them starting with game version 1.50.
With version 1.50 of the game, if the game doesn't find the TOBJ files for the images, it won't load the DDS files at all.

For whatever reason, it seems that you have to have the base.scs set as an "extra archive" to import things properly.

The correct format is unit names that are no more than 12 characters separated by a period.

It will apply snow to all of the US, not just select areas.
