he basically said too many people in a dlc will get in the way of one another. So basically, spread them out across the map is what SCS more than likely does. More people does not mean a faster dlc release. More people brings more issues. ATS has been all about pre-production since they implemented...

the closest match to pic 2 I've found was here on US 191, just south of the south entrance of Yellowstone.
