I think Hilt is kept to have a reason to drive I-5 as far north as one can for the ones who do not own Oregon.
Since there is not much over that way, maybe SCS could block I-5 at the 747 exit (US-97).

Weed could be used as the I-5 northernmost point for non Oregon owners.
