Playability and game interface then physics and graphics further down in importance. The graphics can be migtated with more powerful computer and video card. Texas is speculation on if gets completed in 2021 or early 2022. Wyoming be summer release and Montana same thing. Texas is largest most complex DLC map to build.

Texas in late 2021 I bet very unlikely. If Montana swapped in place for later 2021 then likely be released

I-70 think its good they stress curves and turns in it kind of wish they parallel US 6 with I-70, but Colorado will go well with New Mexico and Utah. The US-385 nice long road. It will likely require all the DLC to use as I using the new Colorado assets and base map assets. Barstow CA-58 redo and twin it completely and L-street interchange add Home Store prefab use I-15 business loop to rebuild build outline of the city. The beauty of ATS is newer assets can be used to improve the old map.

Los Angeles is most in demand but it also one where it may be needing 3-6 months to research and rebuild it. Some construction prefabs could be reworked as some equipment like footings for house are unique at times and carry on flatbed or wood trusses for roofs. San Francisco there space and scale limitations and Oakland more opportunity to improve. Oldclip right its more facelifting it. They can take time to improve base map. Near future rebuild Los Angeles or relocate US-60 east of Phoenix and restrip old I-5 sections. Also, improve signage as stop gap me...

Anything released is always going to be small bugs, but the internal testing just catches items that would break the game itself. The more details you add the more eyes you need watching for problems. Even without covid Iberia was going to be hardest DLC to produce to date and ETS2 your dealing with...
