@J.Random D3D__ is just the graphics API part of the DirectX suite so yeah you're right about that Unless they have a separate bottleneck in their tech stack preventing it, they theoretically could have chosen to stick with DX11 and focus on making stuff like traffic simulation multi-core. Well duh, Pavel even said that their target is "pixel-to-pixel parity" or something like that. Which means all the crap (aliasing, moire, flickering, bad lighting/shading, stupid unrealistic reflections, all the horrible effects) will stay the same. And performance improvement isn't guaran...

w990 looks fine as is. Although there is one weird thing about it: lack of hood mirrors, by default, as an option, I don't even think I ever saw a photo of one with aftermarket hood mirrors. Like it's illegal or something.
