I managed to figure it out, it was an outdated jazzycat ai traffic mod.
About the pastebin, I tried that but the link wasn't showing my paste for some reason. Definitely a mistake somewhere on my end.

Just to add to what the previous posts have said about Irish police (Garda) cars; Most common by far would be the Hyundai i40 as previously mentioned. Good information, though i have a few corrections. Most popular ferry port in Ireland is Rosslare, County Wexford. I would disregard Cork as a ferry port. Though is it not unrealistic to expect it to be double the size of the previous DLC? Splitting the Balkans in 2 seems more likely/plausable to me.

What I would think is most likely to happen is that Washington will come around July/August of this year, with the next state coming in around January/February of 2020. There is no way they’ll release the 2 new states this year because they’d be released too close to each other.
