Yep I had the issue yesterday (as Voytek mentioned), verifying game files fixed the issue for me, the funny thing is, when I first played I didn't have the issue, only on the 2nd night when I was playing yesterday, did it appear.

Maybe in many years time there could be the technology to have the same quality on Streetview level, at least in some areas. I do not care if you use ProMods or not, it's your choice if you use it or not, no one is forcing you to use it and no one is forcing you not to us...
