I thought you are doing your own stuff, or editing the SCS default map. But apparently you are trying to edit some promods related stuff. Inclusion of such custom project will add a whole new world of complexity.
I know nothing about promods. Never touched it. Can't tell you more than I already did.

Simply forget the "read_only" part. This is only a hint to the devs, it has no use for us. "Failed to open file 'bla bla bla'" means either the file couldn't be found (not existing) or maybe it is of size zero (or otherwise corrupted) '/map/britishcolumbiatoalaska.sii' ? Could it...

I was talking of the game log. The crash log isn't always provided, and some problems doesn't result in a crash. I think it on the same level than reporting third party extension plugins, which is already done.

Would be nice if the log could tell the loading path of "dxgi.dll". And maybe that of other DLLs, essential to the game.
It would easy to spot, in cases like this, if it is the standard "C:\Windows\System32\dxgi.dll". Or something different.

You can't. No way.
If you want to see and navigate bigger chunks of the map, press F8. A UI window will offer several zoom level defaults in the upper left. For the broadest view, press the right-most symbol. But still no "whole map" for display.
