If the city isn't in the game it dosen't make sense to have signage. Also this is a beta and not part of the DLC so we can't know for sure what city is in untill the official map.

BTBS was released 14 days after the open beta, Italy 19 days, France 25 days. So 28 October, or in a bad case 5 Nov.
