But now, this mod has been taken over by Blitzigel so I'm not sure if he did modify the GPS screen. I've been using the update...

Not sure. It could possibly be part of the dashboard background, which would mean you would have to edit a Direct Draw Surface (DDS) file, if not, maybe the color is applied programmatically, in which case, it would be hard to modify.
