have you tried adding "g_bad_weather_factor "0.10" to your server config? Just change the value factor to whatever you want.

If thats the case, focus on the specs of the other games and not ATS. Do not build your PC only based on ATS, if you do you will end up disappointed when it comes to performance.

Any high specs is a over kill for a game that is poorly optimized and doesn't take avantage of multiple cores.

I used to have 16GB of ram, I recently upgraded to 32GB (Not for ATS), I also noticed the longer I play, the more RAM it slowly uses. That could be a sign of memory leak in the game engine. As far as performance, I haven't noticed any lag or studdering though.
