Basically none. You can do everything with notepad (I use Notepad++ with the c++ language selected to be easier to read) and Paint.net for skins.

I never tried standalone maps so I can't say it with guarantee, but I assume it works because what it changes doesn't affect the map being used. The only exception is the dealership, which it adds it in the Frankfurt city, so not having said city "available" it won't provide the dealership...
