It's possible that you're simply not allowed to drive combination trucks on these missing roads, legally. This would make sense given that most of these missing roads are located at or near city centers, which tend to be cramped. You might be able to verify this checking those areas in street view, ...

The Volvo construction DLC is not available in OpenVR branch of the game. Loading the game on the standard branch and then loading it on the VR branch breaks my profile because it thinks I don't own the DLC.

The Oculus/OpenVR branch is missing the livestock trailer and the entire Volvo construction DLC. If I opt out of VR branch, both these re-appear. Opting into VR branch again makes the profile incompatible because the game thinks I don't own the Volvo DLC.
