Rate isn't going to be a huge problem. Unlike true events that have rules people aren't going to get bored of the same journey, cargo, or trailer. We can't even begin to speculate what the issue is without it all.

I think it's because there are no expectations to it, some people might not even realise there is an event. They are just driving along oblivious.
