I noticed that it happens in ATS too, in OpenGL I get 50 fps no matter if in or outside cities, in DirectX mode I'm getting around 30fps sometimes even outside cities and with lower settings too

Well I don't have Windows 10, but I'm getting lower frames than before with no changes made to the computer. I haven't played in a while so I can't tell exactly when it started. Yeah it happened to me also, and it confused me like hell
What you need to do is manually insert(write) the path
Copy the path of your mod folder(ex. C:\Users\username\Documents\Euro Truck Simulator 2\mod) and paste it in the <Mod Folder Path> box
