Are you sure you didn't accidentally delete the def file along with the 5 archive parts? Generate and download another def file, and put that straight into your mod folder. Then right click on part 1 to extract and combine all parts.....

During beta releases, the AI spawn rate is indeed somewhat reduced, almost to zero sometimes . They should be back to their normal selves closer to final release (usually around the time that the online news re-appears.
