I watched a couple of AI do the same thing - it went
Train started crossing
Lorry stopped at side of train (Through first barrier)
Train passed
Lorry drove to second barrier and stopped
Crossing then failed to rise again due to conflict

So it's not the barriers timing its the AI Stop location

I also agree this isn't a bug - Nothing annoys me more than games that pause (by default) when you move your focus to something else.... Yes Flight Simulators I am looking at you!
