It's a simple problem. AI is enabled on this short road to the company:

When you disable AI there, paths are dark which means they won't turn here:

I'm again stuck at 99,99% in OB 1.36 and this gas price stand is still enabled in the UI in 1.36.
I disabled some roads and prefabs to show it better:
